There is another seat open. Anyone can take it at this point if you're not already on the Senate. The two that are running have been automatically inducted into the Senate. Congratulations.

A Senator will just vote on bills that happen to come up, of which we have had none lately. Anyone can propose one as long as it's not already in the Konshtetn.

Whenever someone proposes a bill. The legal process:
Someone proposes a bill. The bill is sent to me. I either approve the bill or veto it. If it's approved, it moves on. Approval by me: bill goes to Senate, where anything more than half will decide its fate. Approval by Senate: bill goes to Court Court votes: anything more than half (3 of 5 in this case) decides the bill's fate. If approved...
It becomes a law and is added as an amendment to the Konshtetn.
